The Gambling and Racing Commission (GRC) is responsible for regulating gambling and racing activities in the ACT. Its primary functions include ensuring the integrity and fairness of gambling and racing in the ACT, educating the community on gambling harm and promoting responsible gambling practices. Through its regulatory efforts, the GRC seeks to minimise gambling-related harm and ensure that the gambling and racing industries operate transparently, responsibly and in a manner that contributes positively to the community.

Gaming machines offer a form of gambling. As at 1 April 2025, there are 3,569 gaming machines operating across 42 licensed venues in the ACT. Gross revenue from gaming machines in the ACT in 2023-24 was $186.55 million.

The audit considered the activities of the GRC to encourage gaming machine licensees’ compliance with their legislative requirements.
